The context

Critical infrastructure for 1.9 million people — and a changing climate.

Wiener Stadtwerke employs approximately 19,000 people and is one of Europe’s largest municipal infrastructure and utility groups. Through its energy, transport, mobility, parking, and funeral services businesses, the Group generated €5.27 billion in revenue in 2025 and serves the Vienna metropolitan area through an extensive network of energy, grid, and public transport infrastructure.

With a large portfolio of operational sites, Wiener Stadtwerke faces significant exposure to physical climate risks such as extreme weather events, temperature shifts, and water-related stress factors. These risks are not only operational in nature but also strategically important from a regulatory perspective, particularly in the context of evolving requirements such as CSRD reporting. At the same time, protecting the long-term value and resilience of Wiener Stadtwerke’s infrastructure is a core strategic priority.

The Challenge

Without a reliable framework, key questions remained difficult to answer consistently: How exposed are specific assets to physical climate risks? What does this mean for long-term infrastructure planning? How can risk insights be reliably integrated into decision-making processes?

Wiener Stadtwerke needed more than data. It needed a way to transform complex climate risk information into insights that could directly support risk management, sustainability reporting, and strategic planning. Otherwise, climate risks remained partially visible but not fully actionable at a strategic level. The discussion shifted from “Climate risk is a general concern for our infrastructure” to “Which specific assets are exposed, and what does that mean for our investment and planning decisions?”

Instead of discussing climate risk in general terms, Wiener Stadtwerke could now identify specific vulnerabilities across locations, assess exposure with greater precision, and evaluate implications for future planning and investment decisions.
